National Strategy for Early Childhood Care Development in Syria (in Arabic only)

Future Vision:
All children in Syria, without any discrimination, will have access to the appropriate conditions and environment to develop their abilities, learn, and acquire the necessary knowledge and skills within the family, kindergarten, and school. They will be prepared for success in education and life and for building a society based on a knowledge economy and equality.

Overall Goal:
As indicated in the Tenth Five-Year Plan, the overall goal is summarized as "creating enabling conditions and an appropriate environment for children to optimally enjoy this important stage of life, during which the basic elements of an individual's personality are formed, and their attitudes and life values are determined, as well as their ability to work, produce, and innovate."

Specific Objectives:
To achieve the overall goal, the specific objectives are as follows:

  1. Raise community awareness about the importance and reality of early childhood development and care.
  2. Define the government's role in providing and supporting early childhood development services and demonstrate the government's commitment to protecting childhood both in its present state and as the future it represents.
  3. Align and institutionalize existing legislations, laws, programs, and activities related to early childhood development to ensure the greatest benefit for all children, including those in rural and marginalized areas.
  4. Coordinate the efforts of all participating parties and sectors in early childhood development within a framework that defines the responsibilities and relationships between families and the government, civil society, endowment institutions, the private sector, the local community, and academic and educational institutions to ensure a better life for children.
  5. Mobilize and allocate the necessary resources for early childhood development programs and incorporate children's rights and needs into financial policies and legislation, utilizing both government and non-government resources, and innovate means to achieve quality at the lowest costs and rationalize the use of currently available resources.
  6. Provide broad guidelines and standards for developing high-quality early childhood development programs, explore and support innovative early childhood projects, and share their experiences.
