Somalia Social Protection Policy

The National Social Protection Policy for Somalia outlines a strategic framework for establishing a nationally owned social protection system, emphasizing the inclusion and support of women. It covers the background, vision, policy objectives, and implementation strategies, with a focus on empowering women and addressing their specific vulnerabilities. The policy details priority actions for the Federal Government of Somalia  and development partners from 2019-2023, and a second phase from 2023-2040. Recognizing the critical role of social protection in reducing poverty and vulnerability, especially among women, the document highlights the importance of cash-based social transfers and prioritizes interventions for women and other vulnerable groups. It aligns with Somalia's National Development Plan 2017-2018 and will be reviewed after Phase I to adapt to new evidence and data. Additionally, it outlines the necessary systems and coordination structures to ensure effective implementation, with a strong focus on enhancing the resilience and equality of women.
